美國輿論，包括總統歐巴馬在內，近日不斷針對大陸國家主席習近平在英國受到高度禮遇一事，表示不滿。然而，美國《福布斯》雜誌專欄作家史蒂芬哈納（Stephen Harner）日前發文批評，美國對中國的策略宛如「成績低劣的學生」，並誇讚英國在外交策略上向來是大師，支持英國積極與中國建立關係才是正確的道路；特別是在南海議題的處理上，英國絕不會隨美國胡亂起舞；他指出，英國不會對與國家利益無關的事務做挑撥。
哈納21日發文指出，英國領先西方國家，主動加入中國主導的亞洲基礎設施投資銀行，突破英國與美國間的長久以來的同盟關係。
除了分析經濟議題以外，哈納在文章中引用澳洲國家海洋資源與安全研究中心學者山姆貝特曼（Sam Bateman）的觀點，說明美國在中國宣誓主權的島嶼附近派遣軍機和軍艦，以主張航行自由的作法，相當不妥，完全忽略其作法可能對該區域造成動盪，是對國際海洋法的一種魯莽的詮釋。
他直言：「真想知道美國是否明白自己在南海問題上做什麼。」
