林洲民認為，台北市分配到的資源向來領先全國，團隊不該辜負這些資源，但不知道該什麼樣的評比方法，可以用來正確評斷縣市是否做到最好，名次不重要，重要的是團隊有沒有盡全力做到最好。
北市勞動局長賴香伶表示，勞動局許多業務都會參加評比，上月在勞工行政方面才拿下第一，但團體協約僅第三名，由於北市資源豐富，確實應該以第一名為目標努力，但無法達標還是有客觀條件限制，難以得第一的原因還是要說清楚。
林崇傑則說，台北的資源在各部分占優勢，要拿第一並不難，不過若是要比招商成長率，台北已經達近90%，跟50%左右的城市相比一定會輸，單看名次對台北不公平。
林崇傑表示，「比總數我們當然沒問題」，但北市許多部分基數都很高，要比成長率，很難拿第一。
